Scott Allen has been a local government planner for over 20 years, of which the last 12 years have been in Blue Springs. He has a Bachelor's Degree in Political Science, with a Minor in Environmental Studies, from St. Olaf College (MN), and a Master’s Degree in Community and Economic Development from Penn State University.

Scott spent the first several years of his career as a natural resources planner for county governments in the Minneapolis-St. Paul metropolitan area, and later transitioned to city planning in Wisconsin. From there, he moved to Blue Springs to become a Senior Planner for the City, and was promoted to the Community Development Director position in July 2006. Scott is a member of the American Planning Association, the American Institute of Certified Planners, the Urban Land Institute, and the Congress for the New Urbanism.
